Abstract

This book examines the ideological underpinnings of language-in-education policies that explicitly focus on adding a new language to the learners' existing repertoire. It examines policies for foreign languages, immigrant languages, indigenous languages and external language spread. Each of these contexts provides for different possible relationships between the language learner and the target language group and shows how in different polities different understandings influence how policy is designed. The book develops a theoretical account of language policies as discursive constructions of ideological positions and explicates how ideologies are developed through an examination of case studies from a range of countries. Each chapter in this book takes the form of a series of three in-depth case studies in which policies relating to a particular area of language-in-education policy are examined. Each case examines the language of policy texts from a critical perspective to deconstruct how intercultural relationships are projected.

"This collection argues for the need to promote intercultural understanding as a clear goal for teaching and learning pragmatics in second and foreign language education. The volume sees the learning of pragmatics as a challenging yet enriching process whereby the individual expands their capacity for understanding how meaning making processes influence social relationships and how assumptions about social relationships shape the interpretation and use of language in context. This locates pragmatics within a humanistically oriented conception of learning where success is defined relative to the enrichment of human understanding and appreciation of difference. The book argues that intercultural understanding is not an "add on" to language learning but central to the learner's ability to understand and construct meaning with individuals from diverse linguistic and cultural backgrounds. Abstract

Every language universe is both close to and far removed from our own. In a way, learning a foreign language is like not getting off at our usual stop and staying on the bus until we arrive at the terminal. The unfamiliar neighborhoods we discover are both similar to and different from what we know. Learners tackle an L2 using a variety of experiences acquired in their L1, and this new language system works as part of a network of previously existing grammar models and social categories. The purpose of this book is not to revisit the pros and cons of teaching grammar. Learning an L2 appears as the gradual ability to realize which language features to select and prioritize to express a particular idea. Speaking in any L2 requires specific tools, and describing reality through new linguistic means involves a mental restructuring to which learners—particularly adults and older adolescents—are sometimes resistant. Indeed, not all information produced in an L2 and disclosed to the learners will necessarily be applied to language acquisition. If, by some miracle, this were the case, there would be no need for any reflection on the teaching and learning of grammar.

Abstract

Most academic work in language planning has focused on national and governmental activities relating to language – macro language planning. Language problems potentially exist at all levels of human activity, including the local contexts of communities and institutions – micro language planning. Micro language planning occurs in both formal and informal contexts and is based in and around the everyday language needs and aspirations of communities and institutions. Micro language planning also articulates with macro language planning: local language problems can provide the impetus for national level action and national level planning needs to be implemented at the local level and local needs and conditions shape implementation. This volume examines the ways in which language planning works as a local activity in a wide variety of contexts around the world and dealing with a wide range of language planning issues: corpus planning, language in education planning prestige planning, and status planning.

This first book provides a comprehensive overview of the different levels of players who have been involved in both intended and unintended language planning and policy, and shows how they have impacted multilingual language use. Specifically, it looks at the roles of different 'glo-national' (global national) players in directing the choices of language use in various parts of the world. Drawing on topics from numerous countries i.e., Basque country, Brazil, China, Europe, France, Germany, Japan, Malaysia, North Korea, Philippines, Russia, Singapore, South Africa, Turkey, Vietnam, United Arab Emirates and the United States of America, this book showcases the complexity of language planning. The book not only provides examples to illustrate how globalisation has led to an increase in demand in learning English in many countries, it brings in other examples to demonstrate how globalisation has also promoted language diversity in other countries as well. Using the four stages of language planning framework - Supra Macro, Macro, Micro and Infra Micro levels of language planning, the book discusses the tension that surrounds the global, national and local demands on language choice, and presents the possible outcomes of the various intended and unintended policies, and strategies adopted by the different players found in these four stages of planning. The aim of the book is to highlight the importance of aligning the supra and macro levels of planning with the micro and infra macro levels of planning in any language planning in order to obtain positive outcomes.
